How Hyperpowers Rise to Global Dominance - and Why They Fall By Amy Chua 344 pages/Doubleday GENGHIS Khan, the icon of brutality - he would cut a horse thief in two - was surprisingly tolerant towards his subjects' religious views. Buddhists, Christians, Muslims and shamanists were allowed to worship freely and religious leaders were exempted from taxation. In Amy Chua's book, what Genghis Khan practised was strategic tolerance and it was this that enabled the Mongol "barbarians" to rule an empire far larger than the Romans had ever conquered. Strategic tolerance, according to Chua, was a necessary factor that helped the rise of global hyperpowers - the remarkably few societies in history with such extraordinary military and economic might that they essentially dominated the world. In her book, based on her own criteria, Chua nominates the hegemonies of Persia, Rome, China, Mongol, Dutch, British and the United States as hyperpowers. Chua says strategic tolerance and pluralistic governing enabled every hyperpower in history to amass valuable human capital, whether in the form of human intellect, commercial innovations or technological inventions. Persian leaders of the Achaemenid empire, for example, welcomed Egyptian doctors, Greek scientists and Babylonian astronomers and treated them well even as they conquered their countries while the Roman empire built a vast army by giving citizenship to non-Roman subjects if they joined the auxiliary forces and served for 25 years. The Dutch Republic took in refugees from religious persecution from across Europe from 1492 to 1715. The human capital it acquired led to the Dutch presiding over the world's pre-eminent maritime trading empire just before Britain took over. In contrast, Nazi Germany and Imperial Japan, while wielding great power, failed to attain global dominance as a direct result of their racial and religious intolerance. However, Chua also reveals that ultimate tolerance reaches a "tipping point", triggering conflict, hatred and violence, probably even causing xenophobia and intolerance among the conquerors towards their subjects. The empire eventually breaks down. Chua argues that, in essence, what these hyperpowers lacked was what she terms as "glue". From the beginning, despite the attitude of tolerance, the core leaders failed to create a single political identity for their diverse subjects and thus could not obtain their allegiance. Chua, of Filipino-Chinese parentage and whose parents migrated to the United States, frankly states that her book serves as the warning to the United States. Tolerance, especially in attracting the best and the brightest from all over the world, and rewarding them, has always been the secret of America's success, she observes. Chua fears that "more than ever before" the US "is in danger of losing its way". The first mature, universal suffrage democracy to become a hyperpower and the first country to confront the threat of global terrorist networks faces a dilemma today. Can the US come up with a "glue"? Since it cannot literally extend citizenship to foreign populations, how can the US create a sense of identity or shared purpose among the billions of people that it dominates in the world? If anything, the shadow of the US on the rest of us has led rampant anti-American protests in many parts of the world, especially the Middle-East. Will America be overtaken by the rising powers of China, India or the European Union and be downgraded from hyperpower status, which Chua claims may not be such a bad thing? In the end, Chua feels that by learning from history, America has the potential to become a hyperpower of opportunity, dynamism and a moral force.
